Some economists argue that for a country to continue pro-open market
policies, the government needs to create buy-in from its public by ensuring
that the society at large benefits from the economic growth model. As
Hoon Hian Teck, an economic professor at Singapore Management University,
points out, “To ensure that there continues to be public support
for integration into the global economy, economic prosperity needs to

The phrase was likely borrowed from Hong Kong, where the Feng Shui
concept of harmony was often infused into business and societal decision-making
processes. A Lexis-Nexis search shows that the phrase was commonly used
in Hong Kong newspapers but not in Mainland China prior to 2002.

At the time of the constitution change, a Renmin University professor
who specializes in the party’s history, Chen Mingxian, predicted
that the new ideology would significantly impact the party’s future
economic development plans. Chen says the phrase represents a socialist
vision for common prosperity. He added that conditions of economic development
have reached a point where these ethics should be incorporated; it wasn’t
possible in the 20th century; Chen says it is stable, democratic, rule
of law, and socialist.]
